We are deeply concerned about the violence that occurred in the wake of the Parliamentary elections, which led to President Enkhbayar’s declaration of a state of emergency.  We call on all political parties to work together in the best interests of the people of Mongolia.   Complaints regarding election irregularities should be dealt with through the General Election Commission in a way that respects and reaffirms the democratic principles and practices of Mongolia.

On July 1, Mongolian President Nambaryn Enkhbayar declared a four-day state of emergency, established a 10:00 P.M. to 8:00 A.M. curfew and prohibited public gatherings.  The actions were taken in response to demonstrations that occurred in Ulaanbatar following the June 29 parliamentary elections, after preliminary reports indicated a victory for the ruling party, the Mongolian People’s Revolutionary Party (more).

 Election Observation, June 29, 2008

The United States Embassy in Ulaanbaatar compliments the Mongolian people for exercising their democratic rights on Election Day. With the concurrence of the Mongolian Government and the General Election Commission, 23 employees of the U.S. Embassy observed voting in Ulaanbaatar as well as several provinces. Ambassador Minton visited polling stations in three districts, meeting with polling station election officials, party observers, and voters. During his visits at polling stations, Ambassador Minton said the election facilities and arrangements were generally well organized and operating efficiently. He stressed that  free and fair elections make government accountable to the people, and he saluted all those who worked to promote the integrity of Mongolia's election process.

U.S. Coordinator for International Communications and Information Policy, Ambassador David A. Gross visits Mongolia

The U.S. State Department Economic and Energy Bureau’s U.S. Coordinator for International Communications and Information Policy, Ambassador David A. Gross, visited Mongolia June 21 to 24. During his visit, Ambassador Gross met with U.S. Ambassador to Mongolia Minton and U.S. Embassy staff members, and he met with NGO cooperators of a number of USAID-funded information and telecommunication’s-related projects, including the Gobi Initiative, the Gobi Forage Project, the Market Watch Project and the Economic Policy Reform and Competitiveness Project. Ambassador Gross met with representatives from Mongolia’s Information and Communication Technology Agency, Mongolia TELECOM, Mongolia’s Communications Regulatory Committee, Newcom/Mobicom, Skytel, and Unitel. He also met with representative from Mongolia’s Financial Regulatory Commission and the Energy Regulatory Commission to exchange views on emerging international regulatory approaches.
